Here are their posted rules for the 40K event:

BASIC RULES
The Warhammer 40k 4th Edition Rules will be used.
Player's armies will be 1,850 points and must occupy a standard force organization.
Rules and Army Lists marked as "Trial", "Optional", or "Opponent's Permission" are not allowed. In addition, the following are NOT legal for the 40k Championship Tournament: Cursed Chapter Marines, Tyranid Seeding Swarms, Minor Psychic Powers (any variation).
Specific zone fighting rules will NOT be in effect - including Jungle fighting and City fighting.
Imperial Armor units (but not army lists) may be used with the following exceptions: Flyers, Super Heavies, Super Heavy Fliers, Tyranid Monstrosities, or anything with Mass Points are NOT allowed. If you choose to use Imperial Armor units, a copy of the used rules must be submitted to judges AND made available to all opponents with your exchanged lists.
Special Characters are allowed, assuming that they are playable at 1,850 pts.
The models used in your army must be Games Workshop Miniatures and they MUST all be fully painted. Any army with one unpainted model will be awarded a "0" score for appearance.
What You See Is What You Get (WYSIWYG). If you wish to use an item, it must be represented on the figure.
You must provide a copy of your own rules (which include the actual Codex used for your army), dice, templates, pen/pencil, calculator, or anything else you'll need during the course of regular play. This include a copy of your complete army list for the judges AND all three of your opponents. If you do not have a list for your opponents to keep (not just review), they will be instructed to inform judges whom will score your theme and selection scores with a "0".
Any future units/rules presented in White Dwarf will be addressed by judges and their use in the tournament outlined on the

All 40k Championship missions shall be considered "Standard".
All 40k Championship missions shall be considered "Eye Of Terror" enabled.
All rulings of tournament judges and DesertCon officers are final.

AWARDS
The following awards will be given out:
Overall Champion - Most Total points.
Best Sportsman - Highest sportsmanship score. Battle points for tie breaker.
Best Army - Highest combined theme and appearance score. Battle points for tie breaker.
Best Appearance - Highest appearance score. Player's Choice votes for tie breaker.
Best General - Most Battle points. Sportsmanship for tie breaker.
Player's Choice - Most votes from players. Appearance for tie breaker.
