You brought up some really good issues I should probably go into more detail about. There's always a 'line of players' for each campaign and I thought this is a good time to go over 'the process' and distinguish the two upcoming campaigns.
Understandably there is a natural inclination to conflate the narrative campaign with the Campaign Group and thereby the Campaign Group's campaigns. But, I wanted to clarify that Reece (Reecius) will be coordinating the Narrative Campaign and he is not beholden to the criteria of the Campaign Group or its philosophy. While the Narrative Campaign pulls from members of the Campaign Group, Reece will determine the criteria for entry, participation, and the philosophy of play. He is a very good and seasoned player, a seasoned campaign coordinator, so there's no worries on its quality. I just want to be sure Reece is given the room to steer the boat where he thinks best.

The next Map Campaign, scheduled after the Narrative Campaign, will be conducted by the Campaign Group. Players in the Campaign Group are put through a process of screening to ensure cohesiveness as you'd mentioned. The process is now a long standing tradition, not a law or anything - it's not like there's a book - but this process has worked well for us.

It looks a bit like this:
Recommendation: Players are recommended to participate in the campaign by Veteran Players (of the campaign). Usually this is accomplished by a player expressing interest, attending while we’re around (usually Saturdays) and getting in a few games with Veteran Players.
Initiation: When space is available, recommended players are invited to join a campaign and participate.
Evaluation: During and after a campaign Veteran Players discuss initiate players and determine if (s)he is cohesive to the campaign. Primarily, this is based upon the criterion that this player is a ‘fun-gamer’ inclined to comprise an army based upon narrative and theme over gaming advantage, good sportsmanship and honesty, cares far more about whether the other player had fun rather than just ‘winning’ at fun’s expense, and does not interpret literally in lieu of intent (the old ‘it doesn’t say I can’t’ mentality). Players inclined toward power-gaming or who might have frequent attendance problems are usually not invited back.
After the campaign, players who are determined by Veteran Players to be cohesive to the group are informed they are now Veteran Players (of the campaign) and are now able to recommend new players to upcoming campaigns.
Many Veteran Players may not be able to participate in every campaign, or may only do so sporadically. These players are still members of the Campaign Group, and enjoy all the privileges of Veteran Players participating in a current campaign. Efforts are made to permit these players to attend and play when available.
