Regarding question 2, I'd add a concern that restricting armies to chaos might bring in the monotony factor. Especially since Khorne armies are represented at a ratio of 4 to 1 compared to the other chaos powers.
I'm not entirely clear if you were suggesting we be that specific in army choices. As I recall Eye of Terror was 'good guys' v. 'bad guys' or Eldar, Tau, Imperium v. Chaos, Dark Eldar, Nids, Orks, and Necrons. If it is this, Greg's suggestion of a "story-line" campaign might work well. A tree-campaign where each player's win/loss effects the battles of the next week and get scored collectively could be a great way to go - a 40k version of the Biggest Loser.
Or we might expand the armies permitted by having players declare for a particular Chaos power and thereby gain access to gifts and units of that god. For instance, a Tau player gets a unit with Sonic Weapons for declaring Slaanesh as their patron.
But if it is simply the 'evil' armies (I've always thought of the loyal Space Marines as evil

), I'd again look to Greg's question 2 as being a major concern. Joel has Chaos, I'm building one, Byron, Wilson, Kurt; I think that's all that do.
